چکیده

In the years before the Medicare and Medicaid programs were enacted in 1965, various groups had strong ideas about their possible structures. At one extreme were those who believed that Medicare should be a social insurance program covering all health care for the persons covered, on a compulsory basis, financed by payroll taxes, with a public assistance program as a safety net. At the other extreme were those who supported having only a public assis tance program. Also involved in the debate was the American Medical Association (AMA), which opposed any program, whether social insurance or public assis tance, if the plan were compulsory, on the grounds that this would eventually lead to socialized medicine. Measuring coverage for seniors in Medicare Part A and estimating the cost of making it universal.

That Medicare is universal for seniors is widely accepted by leading analysts. But in the context of developing detailed policies that seek to cover as many people as possible, it is inaccurate to make Medicare eligibility sound so simple and inclusive. To estimate the number of seniors without full federal Medicare Part A coverage, we examined data for uninsured seniors, seniors with Medicaid ...

Detecting Potential Overbilling in Medicare Reimbursement via Hours Worked.

We propose a novel and easy-to-implement approach to detect potential overbilling based on the hours worked implied by the service codes which physicians submit to Medicare. Using the Medicare Part B Fee- for-Service (FFS) Physician Utilization and Payment Data in 2012 and 2013 released by the Centers for Medicare and Medicaid Services, we construct estimates for physicians' hours spent on Medi...
